See for yourself, it's in there. It should be noted that lots of things are illegal in Iran but happen anyway - satellite dishes for example yet they are everywhere.
Some versions of Islam and even some non-Islamic cultures consider dogs to be dirty animals to be kept outdoors if at all.
Opinions are like assholes, everyone has one. Oh, look above, I had a visit from one this morning!
